We have a huge overwhelming population of Mentally abused, filthy and tired men and women sheltering in bus stops, sitting outside grocers, "owning" corners at the mall exits. All of the malls here. If you are thinking that you may be stopping at convenience stores, whether stand-alone or inside gas stations, You can count on silent beggars loitering outside under the awnings. and completely tolerated without City of Ventura Community Development Department seeking funds aggressively, inventively taking action; traveling to successful "towns" to listen and read about their solutions. Housing -- multi-unit "condos" in aggressive construction are pushing up from acres of avocado orchards and fields of native life-giving, mental natural respites for the eye in passing. And they are ugly. And they will be inhabited by middle-income young families. Four thousand people will soon be living in one such "housing development" off Wells Road. There are no plans to build elementary schools and middle schools and an additional high school. This is a major factor contributing to California's Public Education ranking, NOT our highly qualified teachers who create quality sociocultural programs and write grants for telescopes, gene separators, and many future-driven elementary, middle and High School preparedness for the successful citizen. THE ROOT OF THE RANKING OF OUR STATE EDUCATIONAL PRODUCT IS OVERPOPULATION in our "local" and Large metropolises. There are no growth restrictions. There seems to be none except Santa Barbara and other communities populated by a significant number of people who can afford to rest.
